Abstract

Slamet Riyadi Port in Ambon City, Maluku, functions as the primary passenger port and a strategic maritime node in eastern Indonesia. This study specifically evaluates the operational performance of the passenger berth based on service time efficiency and berth utilization. A quantitative descriptive method was applied, with data obtained through field observation, interviews with port operators, document analysis, and literature review. Performance assessment was conducted using indicators established by the Directorate General of Sea Transportation (2011), namely Waiting Time, Approach Time, Berthing Time, Effective Time, the ratio of Effective Time to Berthing Time (ET/BT), cargo handling productivity (Ton/Gang/Hour), and Berth Occupancy Ratio (BOR). The findings show that Waiting Time and Approach Time meet the recommended standards, while cargo handling productivity exceeds the minimum performance criteria. The BOR value indicates that berth utilization remains within acceptable limits. However, the ET/BT ratio is significantly below the standard, indicating low operational effectiveness during vessel berthing. This condition reflects suboptimal coordination and scheduling of loading and unloading activities. Overall, the berth performance is adequate but requires improvements in operational management and facility optimization to enhance service efficiency and accommodate future traffic growth.
