Abstract

Abstract: This study aimed to determine the effectiveness of Allocation of Income and Expenditure (Budget) post-division of the Public Service Territory. Data analysis method used is the analysis of Chi Square (X2). Chi-squared test is a test about the comparison between the observed frequencies that actually happened/actual frequency hopes/expectations.

The results showed that that the answer to the public / respondent obtained (X2) count of 464, and when compared with the X2 table at the degrees of freedom (df) = 1 with a significant level of 95% and 5% error level is equal to 3,841, in view of (X2 ) count is greater than (X2) table: 464> 3.841, the null hypothesis (H0) is rejected and the alternative hypothesis (Ha) is received, so the supposition (hypothesis) in this study that states that after the expansion area in West Seram regency , budget allocations can better support the public services specialized first four areas of public services are the focus of research can be received.

From the results obtained from this study indicate that the budget allocations to the sector of public services (education, health, people's economy and SMEs as well as infrastructure and roads) shows that fund budget allocations greatly affect the rate of progress of local development (public service), the high / large expenditures undertaken by local governments to finance public services in general will further accelerate the growth and development of the area in the direction needed by the community/ public, so that the sector of the regional economy will expand faster as multiflier effect of public expenditure intent , In general development budget allocations West Seram regency experienced a significant increase in support of public services.
