ABSTRACT

The purpose of this research is to determine the procedure for issuing sailing permits at the harbormaster, UPP Kls II Namlea Office as well as the issuance of new sailing permits as a result of delays or cancellations of ship departures. The research results show that the role and duties and responsibilities of the harbormaster are duties and responsibilities that must be carried out properly and correctly. It is said that because in order to allow a ship to be sailed or operated or not, there are many factors that must be considered and must be fulfilled by the ship itself so that if the ship is permitted to sail, then the safety aspects of shipping can be guaranteed so that the safety of users shipping services can arrive at the destination safely.
