Abstract: Application of empowerment programs that are often not encapsulated by local socio-cultural structures, whether related to institutional issues or to the prevailing work distribution system in fishing communities. As a result of these empowerment programs becoming foreign to the local fishing community, and ironically, institutions formed by the new empowerment program are often confronted with institutions that can contribute more. So that the performance of the fishing community on the strategy of implementing aid empowerment programs will provide development and lead to increased incomes that have an impact on creating strategic obstacles to the success of the empowerment program. Will be able to increase catches.
