Abstract: Various things that are encountered must be addressed through the implementation of an integrated problem solving system, taking into account the impact on other aspects. Actions and strategies for overcoming problems related to the performance of the Sorong City Sanitation Office in the management of Sorong City hygiene, must be handled in a comprehensive environment, in the sense that the obstacles encountered are overcome through the implementation of an integrated problem solving system, so it is hoped that the problem solving strategies that are applied will be able to overcome precisely the obstacles that will arise. Because the obstacles in implementing the performance of the Sorong City Sanitation Office in the management of city cleanliness are sourced from community participation factors, the socialization, especially in terms of hygiene management counseling must be improved
