Abstrak

Transportation is a secondary or derivative need in society's economic activities. In regional and comprehensive
development, the role of transportation has had a significant positive impact. Essentially, in public transportation services, the
public expects transportation facilities to be effective and efficient in order to provide convenience for users. In situations like
this, the government plays a crucial role in regulating and managing public transport fares to ensure fairness for both
passengers and operators/entrepreneurs. The aim of this research is to calculate the load factor of public transport vehicles on
the Ambon-Liang route, assess the size of the BOK (Basic Operating Cost) for these vehicles, and determine the public
transport fare for the Ambon-Liang route based on the BOK. The research method involves the load factor method, calculating
public transport fares based on the BOK, and calculating the basic cost of service. Data collection was conducted through
field surveys, interviews with public transport drivers, and secondary data from the Maluku Provincial Transportation Agency
regarding fare prices set by the provincial government. The factors evaluated include passenger load, BOK analysis, and fare
analysis according to BOK calculations. The results of the research indicate that the Load Factor of public transport vehicles
on the Ambon-Liang route has an average of 89%, which exceeds the general requirement of 70%. The average BOK
calculation is Rp. 877,788/km, and the calculated public transport fare for the Ambon-Liang route based on the BOK is Rp.
