INTEGRASI KEBIJAKAN SOSIAL DAN TATA KELOLA ADMINISTRASI PUBLIK: STUDI KASUS PROGRAM PERLINDUNGAN SOSIAL DI INDONESIA

Abstract

Artikel ini mengkaji integrasi kebijakan sosial dan tata kelola administrasi publik dalam konteks program perlindungan sosial di Indonesia. Penelitian menggunakan pendekatan kualitatif dengan studi kasus pada implementasi Program Keluarga Harapan (PKH), Kartu Indonesia Sehat (KIS), dan Kartu Indonesia Pintar (KIP). Melalui analisis dokumen kebijakan, wawancara mendalam, dan observasi lapangan, penelitian mengidentifikasi tantangan utama dalam integrasi kebijakan sosial yaitu: koordinasi lintas sektoral yang lemah, inkonsistensi pendataan penerima manfaat, dan kapasitas institusional yang terbatas. Hasil penelitian menunjukkan bahwa efektivitas program perlindungan sosial di Indonesia sangat bergantung pada derajat integrasi kebijakan dan kualitas tata kelola administrasi publik. Penelitian ini merekomendasikan perlunya penguatan sistem informasi terpadu, peningkatan kapasitas implementor di level daerah, dan reformasi birokrasi yang berorientasi pada pendekatan adaptif dan responsif terhadap kebutuhan masyarakat.
